Lisa Niblock is the Chief Administrative Officer for the Town of Paradise, the third largest municipality in Newfoundland and Labrador (NL), and one of the fastest growing communities in the province and across the country. She holds a Bachelor of Management degree, a Diploma (co-op) in Business-Marketing, and Lean Six Sigma Executive Green and Yellow Belt certifications.

Her first experience in the municipal sector was during a work term with the City of Hamilton – where her love of municipal government began.  After graduation, she worked in the private sector with Westinghouse and a Fortune 500 company in Ontario before returning home to NL in 2006.  At that time, Lisa’s career took her back to the municipal sector at the Town of Torbay. In 2015, she joined the Town of Paradise.

As CAO, Lisa has guided the Town to develop progressive strategic plans, implement a continual improvement process, and launch respectful workplace, employee recognition, and employment engagement initiatives, as well as hold celebrations for the Town’s 50th Anniversary. She ensured business continuity during a record-breaking snowstorm in 2020 and the COVID-19 pandemic.

In addition to being a CAMA member, she is active with Municipalities NL serving on committees to support membership and women and gender diverse individuals in government, as well as the Professional Municipal Administrators where she was recently selected to mentor new Municipal Administrators.  

Throughout her career, Lisa has championed evidence-based decision-making for municipalities and has regularly presented on the topic in the areas of CAO-Council Relationships, Policy Development, and the benefits of Continuous Improvement at professional associations and municipal conferences.

Lisa lives with her husband, Andrew in Conception Bay South, along with their two university-going children and three pets. In her spare time, she enjoys hiking with her dog, yoga, golfing, fishing, and quality time at her summer home.
