The Canadian Association of Municipal Administrators (CAMA) created this guide to help members of the Municipal Learning Resource Network (MLRN) develop and expand workplace learning and literacy in Canadian municipalities. You can access resources to promote, plan, deliver, and evaluate workplace programs enabling workers to acquire skills to participate more fully in their workplaces, homes, and communities. Programs can include workplace essential skills, technological skills, and learning for personal development and community interests.

| 2 | Planning Your Program helps you set up your program and work with labour-management joint committees. You learn about conducting an organizational needs assessment to determine employee and workplace needs. This section includes a one-day workshop to introduce management and union groups to municipal workplace learning. |
| 3 | Delivering and Evaluating a Successful Program presents successful models for workplace learning and resources to develop an evaluation strategy. It discusses funding options, and support available from CAMA, the Canadian Union of Public Employees (CUPE), and other partners. |
